Laguna Section of CALAX Due to Open at End of October

THE Department of Public Works and Highways (DPWH) said Tuesday it will open on Oct. 30 the first 7.4-kilometer (km) of the Laguna segment of the Cavite-Laguna Expressway (CALAX). “Oct. 30, before Undas (All Saints’ Day), we can expect this to be passable,” Public Works Secretary Mark A. Villar told reporters, referring to the Subsections 6, 7, and 8 of the Laguna segment of the 45.3-kilometer CALAX project.
 
The entire length of CALAX project will connect the Manila-Cavite Expressway (CAVITEx) from Kawit, Cavite to the South Luzon Expressway (SLEx) at the Mamplasan Interchange in Biñan, Laguna. The DPWH and the project’s concessionaire MPCALA Holdings, Inc. conducted a final inspection of the subsections of the Laguna segment Tuesday, which covered the Mamplasan Barrier onto Laguna Technopark Interchange, Laguna Boulevard Interchange all the way to Santa Rosa-Tagaytay Interchange.

“The project is 90% completed. The remaining 10% are portions of the expressway that need to be harmonized. We are fast-tracking those portions,” Mr. Villar was quoted as saying a statement. He added that the DPH will ensure that CALAX “will be passable and ready to serve motorists this October 30, in time for Undas.”

Freight and Insurance as Part of Transaction Value

The “transaction value”‘ should include both freight from the port of exportation to the Philippine port of entry and insurance, the Philippines being a CIF (Cost, Insurance, Freight) country.
 
The 4th paragraph of Section 701 of the CMTA on “Transaction Value System – Method One, “provides that –
 
In determining the transaction value, the following shall be added to the price actually paid or payable for the imported goods:
(3) cost of transport of the imported goods from the port of exportation to the port of entry In the Philippines;
(5) cost of insurance
 
In the event that the declared value only covers cost of the imported shipment, the insurance and freight shall be added thereto based on the submitted documents or using the computation provided in CMO 22-2007, whichever is higher.

Temporary Total Ban of Entry of Pork Products in Batangas

Batangas, the second largest producer of hogs in the country, has banned the entry of live hogs and processed meat as it beefs up measures against African swine fever (ASF).

In Memorandum Circular 3 issued on Monday, Gov. Hermilando Mandanas said pork and formulated swine feed are also banned. Mandanas said the memo aims to eradicate, prevent and cure any kind of animal disease as well as protect the health of local hogs.

Hog transport carriers, closed vans and feed ingredients carriers are subject to inspection and disinfection and should be cleared by the Office of the Provincial Veterinarian. The provincial government will lead disease investigation, surveillance and monitoring.

Farmers and veterinarians were asked to report any suspected case of viral disease or above normal pig mortality in their farm. The memo also prohibits swill feeding and giving out of swill feed by restaurants, hotels and similar establishments.

Processed meat should be sourced and processed in areas free of ASF and not covered by the 10-kilometer radius or surveillance zone of ASF positive sites, it added. The Office of the Provincial Veterinarian will conduct spot inspection of commercial and backyard farms, cold storage areas, wet markets, supermarkets, concessionaires, hotel, and restaurants for compliance monitoring.

New Truck Ban Scheme

South Luzon Expressway (SLEX), Star Tollways and Batangas will be imposing window hours for trucks going to Manila starting this coming Monday, October 14, 2019.

The Skyway Operations and Maintenance Corporation announced that Manila-bound trucks would be limited to midday trips via the South Luzon Expressway (SLEX). They further stated that trucks can only pass through the SLEX between 9:30AM to 4:00PM, and between 9:30PM to 4:00AM. For those taking STAR Tollway, trucks may pass from 8:30AM to 3:30PM, and between 8:00PM to 3:00AM.

The said rules will not apply to trucks heading out of Manila, nor to those coming from Laguna. They will only apply to trucks travelling beyond Laguna and into Metro Manila.
